Why gas follows the clock

Ethereum gas prices respond to demand for block space, and demand follows people: traders, bots reacting to markets, NFT mints scheduled for a convenient hour in the US, and exchanges processing withdrawals. When the Americas and Europe are both offline, demand drops and the EIP-1559 base fee falls with it. Market events override the pattern, so always check the live gas price before an expensive transaction.

Converting UTC: subtract 4 hours for New York in summer time (5 in winter), subtract 3 for São Paulo, add 1 or 2 for central Europe.
